Circular regarding Training programme on “Handling of Maritime Dangerous Goods”

Sub: Training programme on “Handling of Maritime Dangerous Goods” to be held from 23.01.2012 to 25.01.2012 at Paradip by Indian Maritime University.
As per the directive of DG Shipping, Mumbai, Govt. of India, it is mandatory that all the supervising personnel from Port, Stevedores, Shipping Agents, Marine Surveyors, Exporters / Importers, Terminal Operators etc., engaged in cargo operations, must undergo the IMO Structured Training Programme on “Handling of Maritime Dangerous Goods”.
Hence, maximum number of Traffic Officers, Supervisors and Officers / Supervisors from leading Cargo Handling Firms, Marine / Cargo Surveyors may be directed to attend the course. Since this is the second batch, it may consist followings:
1. Officers / Supervisors from Marine Department, PPT - 05 Nos.
2. Officers / Supervisors from Traffic Department, PPT - 10 Nos.
3. Officers / Supervisors from stevedoring firms / - 20 Nos.
Handling agents
4. IFFCO / PPL - 12 Nos. (6 each)
5. Marine / Cargo Surveyors - 10 Nos.
6. Shipping Agents - 10 Nos.
The names of participants from Sl.No.2 to 6 may be directly given to DM (MS), PPT.
The fees per participant for Port Users is Rs.7,500/- to be paid in favour of FA & CAO, PPT.

Sub: Handling of Liquid Bulk Cargo (Oil / Chemical / Gas)
Following procedures are to be followed for handling Liquid Bulk Cargo like POL Products, Chemials, Liquified Gases etc.:
1. All the safety procedures shall strictly be followed as per ISGOTT.
2. A Ship / Shore Safety Checklist shall be filled up and signed by both for vessel and for terminal prior to commencement of cargo operation. A copy of same to be forwarded to the office of the undersigned.
3. While handling the above cargo at a berth other than dedicated berth by portable pipelines, in addition to the above, a competent Marine Surveyor shall be engaged by the terminal to monitor the entire operation. The report of the surveyor along with the safety checklist shall be sent to the undersigned.
4. Adequate Officers and supervisors of the terminal operators must be trained for handling of such hazardous cargo.
5. Any violation of safety procedures of ISGOTT may lead to stoppage of cargo operation and un-berthing of vessels.

CIRCULAR REGARDING P&I Certifiate of Entry for vessels calling Paradip Port.

CIRCULAR
Sub: P&I Certifiate of Entry for vessels calling Paradip Port.
All the Shipping Agents are submitting a copy of P&I Certificate of Entry at least 48 hours prior to vessels calling Paradip Port along with other statutory certificates at present. In addition to this, to ensure that the P&I Certifiate of Entry is genuine, following documents are also to be submitted along with the P&I Certificate of Entry:
1. A confirmation from the Local Correrspondent of the P&I Club stating that the Certificate of Entry issued in favour of the particular vessel is valid and genuine.
2. A copy from the website of the P&I Club (if available) showing the validity of the membership.
The above Sl.Nos.1 & 2 are not required for vessels belonging to The Shipping Corporation of India, Mumbai
It is also requested to exercise extreme care while dealing with vessels of more than 25 years of age and / or vessels with a non-international group of P&I Clubs.
