IMO Structured Mandatory Training for shore personnel handling Maritime Dangerous Goods

Sub: IMO Structured Mandatory Training for shore personnel handling Maritime Dangerous Goods

Dear Sirs,

As per the requirement of IMO and directive of DG Shipping, Mumbai, it is mandatory for shore personnel, who are involved in handling Maritime Dangerous Goods, to undergo training by an approved institute.

We propose to conduct such training at Paradip during December-2012 to be organized by Dy. Manager (MS), PPT with faculty assistance from Indian Maritime University, Kolkata.

The duration of the said training is about 3-4 days and course fees will be as per the prescribed rate of IMU, Kolkata.   The training session shall start at 0900 hours everyday and continue till 1800 hours.   Study Materials, Tea, Snacks, Lunch etc. shall be provided during the training.

Personnels from Shipping Agents, Stevedores, Marine & Cargo Surveyors, Oil Companies, Exporters / Importers, M/s. PPL, M/s. IFFCO etc.  are eligible to undergo the said training.

It is requested that nominations may please be sent to this office latest by 20th October 2012 along with e-mail IDs.   After receiving the nominations, individual firms will be asked to deposit the course fees and date / time of training shall be finalized.

Subject:          Usage of Thuraya, Irridum and other such Satellite Communication in Indian Waters.

The Directorate is receipt of letter from Ministry of Shipping, along with copy of MHA fax message No. 122014/HS/2011 dated 12/9/2011 on the above subject.

2.            The use of Thuraya, Irridum and other such Satellite phone is banned in India under Sec 6 of Indian Wireless Act and Sec 20 of Indian Telegraph Act. It is intimated to all Shipping companies / Shipping agents that use of Thuraya, Irridum and other such Satellite is banned in Indian waters and seafarers should not use the same.

3.            Satellite phones can be used only after a no objection certificate is issued by Department of Telecommunications (DOT) on a case to case basis.

4.            The shipping agents should mandatorily intimate the details of person carrying Thuraya and the particulars of Thuraya, Irridum and other such sets in Pre Arrival Notification on Security (PANS).

5.            The unauthorized holder of Thuraya, Irridum and other such Satellite phone can be prosecuted under Sec 6 of Indian Wireless Act and Sec 20 of Indian Telegraph Act.

6.            Above may please be circulated amongst your members for larger benefit of awareness.

This issues with approval of Director General of Shipping.

4.       Draft for other days for above berths and draft for other berths shall remain as per the original notification No.:MD/SHS/TECH-26/2011/1539 Dt.24.08.2012.

NOTICE

            INS SANDHAYAK call sign “J-18” will be carried out Hydrographic Survey off Paradip Port bounded by the coordinates Lat 190 53’N to Lat 200 23’ N , Long 0860 31’E to 0860 53’ E from 10th May to 10th June 2012.  All vessels entering/leaving Harbour and those operating in the vicinity are requested to keep well clear off the survey ship without disturbing survey operation.
